Short answer
"Hand wrapped" describes a leather strap sewn and finished by hand, then fitted to the watch case. On IWC Portofino watches the strap carries most of the hand work. IWC sources finished straps from Santoni, an Italian leather house. Santoni cuts, stitches, and burnishes each strap by hand. The case and the movement come from machines.
Replica listings use the phrase in three ways: a hand-stitched calf strap, a strap glued and stitched to copy alligator, or as filler text with no meaning. The term has no technical or legal definition.
The Portofino reference
IWC launched the Portofino line in 1984 and named it after the Italian coastal village. Current cases run from 37 mm to 45 mm. The Portofino Automatic uses calibre 32111. The Chronograph uses calibre 69355. The Hand-Wound Eight Days uses calibre 59210 with a 192 hour power reserve. Retail starts near $5,000 for steel automatic models and passes $20,000 for gold.
"Swiss made" on a dial is a regulated claim. Swiss law requires a Swiss movement, casing in Switzerland, and at least 60 percent of production cost in Switzerland. A counterfeit cannot meet that test, so the marking is false on its face.
US law and border seizure
Counterfeit watch trafficking is a federal crime. 18 U.S.C. § 2320 sets a first offense at up to 10 years in prison and a $2 million fine for an individual. A second offense reaches 20 years. The Lanham Act allows statutory damages up to $2,000,000 per counterfeit mark per type of goods when the use is willful.
US Customs and Border Protection seizes counterfeit shipments at the border and destroys most of the goods. The personal-use exception covers one item, not resale, and does not apply where the copy creates a safety risk. A buyer who orders a fake Portofino can lose both the money and the watch.

- Power reserve: the Hand-Wound Eight Days runs 192 hours from a full wind. A copy with a 40 hour reserve holds a different movement.
- Price: a new Portofino Automatic lists near $5,900. A listing far below that figure is not a genuine watch.
What is not known
No public data set reports how many replica Portofino watches carry a hand-wrapped strap, or which factory made a given strap. Sellers do not publish that information, and the wording differs by listing.
